The The University of Texas at Dallas (UTD) has designed, developed, operated, and maintained E-Plan, a web-based information system that enables first responders to retrieve information critically needed in the initial stages of chemical emergencies. The project is funding by the U.S. Environmental Protection Agency (EPA) Region 6 under Cooperative Agreement and Texas Commission on Environmental Quality (TCEQ) contract. The E-Plan system was developed in 2000 and went live with the pilot system in June 2002 that now covers most of Texas and all of Arkansas, Louisiana, Minnesota and New Mexico. It is spreading to sites in Colorado, Georgia, Illinois, New Hampshire, North Carolina, New York, Ohio, Virginia and Wyoming. Local implementation is simple since there is no software to purchase or distribute, and no local data entry requirements. The E-Plan Online Training is extremely simple and typically requires only about one hour or less.
